Title: Consideration and possible approval of an expenditure of $55,951.94 to purchase two police motorcycles from Sierra BMW utilizing a joinder with the State of Nevada contract number 65DPS-S228.

Financial Impact: Two Motorcycles in the amount of $55,951.94 in Motor Vehicle Fund 1702. $42,000 was approved for project #20-7500J and $42,000 was approved for project #20-7500Z in the FY20 Vehicle & Equipment Replacement Plan and $84,000 of budget authority is currently available. $38,708.88 of replacement funds have been collected in this fund for this purchase. General Fund annual maintenance and repairs costs will increase by $0.

Agenda Item Brief:

Equipment Services is requesting authorization to replace two twelve-year-old motorcycles used for Police traffic enforcement.  Each of the existing motorcycles have exceeded their life cycle and are in need of replacement.  If approved, the City will joinder with the State of Nevada contract number 65DPS-S228 for purchasing motorcycles from Sierra BMW. $84,000.00 was included in the Fiscal Year 2020 budget approved by the City Council on May 28, 2019. 



Background:

This request is for the replacement of two motorcycles used for traffic enforcement. 235E, and 245G have both exceeded their life cycle and are ready to be replaced. The Police Department has requested that fleet purchase the same motorcycles used by the City of Reno, and the Highway Patrol based on the service and reliability.



Analysis:

In sourcing this vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing this vehicle utilizing the State of Nevada vehicle bid contract number 65DPS-S228. The State’s bid represents a high volume and government pricing for vehicle purchases. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.

The $55,951.94 expenditure will allow Equipment Services to replace these fleet vehicles with appropriate motorcycles as needed for police work in traffic enforcement.



Alternatives:
  1. Council could approve this expenditure.
  2. Council could reject the proposed expenditure and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of two motorcycles from Sierra BMW in the amount of $55,951.94.
