Title: Consideration, discussion, and possible approval of a contract (AC-5615) for the 2020 Permanent Patch Project, Bid No. 19/20-002, PWP #WA-2019-305, to Sierra Nevada Construction in the amount of $201,007.00.

Recommendation: Staff recommends the City Council approve the contract to Sierra Nevada Construction.
Financial Impact: $201,007.00. This project will be funded from Fund 1224 (Street Cut Fund); Program CIP #20-2490 (Street Cut Repair Contract); Account 603190 (Maintenance & Repairs). There is currently $250,000.00 available.

Agenda Item Brief:

The city Permanent Patch Program retains a contractor to permanently patch city owned streets and alleys that have been cut by permit holders for the installation of underground facilities.  The program is funded solely through permit fees.  The project advertised on August 28, 2019. The City of Sparks received two (2) qualified bids for this project.  Sierra Nevada Construction submitted the low bid, on September 12, 2019, in the amount of $201.007.00. Staff recommends approval.



Background:

This contract is a yearly program that involves permanently patching city owned streets and alleys that have been cut by permit holders for the installation of underground facilities. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permanent Patch Program is self funded and all costs associated with the program are paid for by permit fees.



Analysis:

The City of Sparks received two (2) qualified bids for this project, which were received September 12, 2019 at 1:45 p.m. and opened at 2:00 p.m.  The Engineers Esitimate for the project was $232,025.00.

A bid summary of the qualified bidders is shown below:

Sierra Nevada Construction $201,007.00
Q&D Construction $339,775.00


Alternatives:
  1. City Council could approve the project contract as outlined by staff.
  2. City Council could reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the 2020 Permanent Patch Project contract (AC-5615) to Sierra Nevada Construction in the amount of $201,007.00.
