Title: Consideration, discussion, and possible approval of a design services contract (AC-5607)in the amount of $74,800 for the Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project with Odyssey Engineering Incorporated.

Recommendation: Staff recommends approval of the proposed design services contract for the Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project.
Financial Impact: $1,850,000 was approved in the FY20 CIP in program 20-6601 Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project for design and construction. The proposed design services contract is a $74,800 expenditure.

Agenda Item Brief:

The Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project was identified in the City of Sparks Stormwater Master Plan and approved in the fiscal year 2020 Capital Improvements Plan.  The design services provided by Odyssey Engineering will include utility research, topographic survey, geotechnical investigation, engineered drawings, bid item list, and specifications per the attached proposal.  Staff recommends approval of the contract.



Background:

Residential areas in the vicinity of Goldy Way and Baring Boulevard were identified in the Stormwater Master Plan as a priority storm drain project due to historical ponding and localized flooding.  This project will address the flooding issues by increasing capacity and realigning the storm drain to improve conveyance.  Existing storm drain facilities will be upsized in Rockwood Drive and Goldy Way.  New storm drain facilities will be constructed in Woodstone Drive and Glen Meadow Drive.

The project was approved as a part of the FY 2020 Capital Improvement Plan.  Staff recommends selection of Odyssey Engineering Incorporated  to perform the engineering design based on Odyssey's overall expertise and experience on similar projects.



Analysis:

The proposal for design services from Odyssey Engineering Incorporated provides for a complete design, including engineered construction documents for project bidding, for the storm drain improvements identified in the Stormwater Master Plan for the general area of Rockwood Drive and Glen Meadow Drive.  The proposed cost of this project element is $74,800.  Staff agrees with the scope of the proposal and concludes that the associated fee is comensurate with the service to be performed.



Alternatives:

1. City Council may approve the contract as outlined by Staff.

2. City Council may reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the design services contract (AC-5607) for the Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project, with Odyssey Engineering Incorporated, in the amount of $74,800.
