Agenda Item Brief:

Staff recommends that the City Council approve the purchase and installation of new electrically operated mobile shelving units for the police department evidence room through a joinder contract with Spacesaver Intermountain LLC to allow for additional evidence storage.  The mobile shelving project will cost $132,035.00 and is an approved FY19 CIP project. 



Background:

In 2017, police department staff expressed concern with diminishing storage space in the evidence room and identified the need for additional storage. The police department researched available mobile shelving units that would provide additional storage while taking up less floor space.  In 2018 the Capital Projects Division added this project to the FY19 Capital Improvements Plan that was ultimately approved by council.  The mobile shelving project will provide higher efficiency of the existing room allocated for evidence storage.  The proposed storage system allows for better access to evidence stored, but more importantly will more than double the amount of storage currently available from approximately 1,200 linear feet to just over 2,500 linear feet.



Analysis:

Spacesaver Corporation partners with Sourcewell, a government agency serving the United States and Canada, to offer Sourcewell members a competitively bid contract.  Sourcewell is a cooperative contract for state and local agencies to purchase equipment from approved vendors. Staff proposes using the joinder provision allowed under Nevada Revised Statute (NRS) 332.195 to gain the benefit of an existing Sourcewell contract.

The Sourcewell contract represents a high volume purchase which results in lower pricing.  Utilizing the joinder provision in NRS, it allows the city to define the exact equipment and installation needed for the project along with the cost savings which is well below what the city would expect if the project were formally bid through the city’s purchasing process.  The Spacesaver Corporation will be installing the new electrically operated mobile shelving units in the evidence room as part of the contract price.



Alternatives:
  1. The City Council may approve the proposed purchase as presented by Staff.
  2. The City Council may reject the proposed project contract and provide direction to the City Manager.


Recommended Motion:

I move to authorize the purchase and installation of new electrically operated shelving through a joinder contract with Spacesaver Intermountain LLC for the Police Department Evidence Mobile Shelving Project in the amount of $132,035.
