Staff recommends contingent approval of a Gaming license to Mr. Roger Fuller on behalf of Dynasty Games DBA Sparks Discount Liquor. The contingencies would be that the location proposed by Mr. Fuller be inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions.
Background:
Mr. Fuller applied for a Gaming license for Dynasty Games, DBA Sparks Discount Liquor located at 300 Pyramid Way Ste. #100, Sparks, Nevada, 89431. Dynasty games is a licensed Slot Route Operator and soley owned by Mr. Fuller. Mr. Guller corrently holds a Nevada State Gaming License and a City of Sparks Gaming License. Because Gamin licenses are location specific, Mr. Fuller is required to obtain independent licensure for each location served by Dynasty Games.
Analysis:
Mr. Fuller and Dynasty Games have complied with all existing ordinances and requirements. However, this location must be inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions.
There will be four multi-denominational machines at the location. Under Sparks Municipal Code, a fee of $30 per machine per fiscal quarter exists, thus $120 per quarter will be generated totaling $480 per year.
Alternatives:
Council has two alternatives:
1. Council may approve Roger Fuller's application as submitted.
2. Council may deny the application and provide further direction to the City.
Recommended Motion:
Staff recommends Council approve Roger Fuller's application for a gaming license for Dynasty Games, DBA Sparks Discount Liquor located at 300 Pyramid Way Ste. #100, Sparks, Nevada, 89431, contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI that do not reflect any disqualifying arrests/convictions.
