Title: Consideration, discussion, and possible approval of a professional services contract (AC-5585) with Bureau Veritas in an amount not to exceed $150,000 for contract labor to provide building inspection services during fiscal year 2020.

Financial Impact: No General Fund impact. The City’s adopted budget for fiscal year 2020 includes, in Fund 2201 (Development Services Enterprise Fund), $450,000 for building inspection contract labor.

Agenda Item Brief:

This agenda item asks the City Council to approve a professional services contract with Bureau Veritas for building inspection services in an amount not to exceed $150,000. Bureau Veritas currently provides these services to the Building division of the Community Services Department; the proposed contract would extend the City’s use of their services through June 30, 2020.  



Background:

Since June of 2015, the Building division of the Community Services Department has utilized contract workers provided by third-party vendors as building inspectors to supplement City staff. Utilizing contract workers enables the Building division to provide timely inspection services to the development community on a more flexible basis than if all building inspectors were directly employed by the City.



Analysis:

Bureau Veritas submitted a proposal dated May 16, 2019 (see attachment) to provide the City of Sparks with professional building inspection services. Bureau Veritas currently provides these services to the Building division of the Community Services Department; the proposed contract would extend the City’s use of their services for the period through June 30, 2020. Staff has reviewed the proposal and find the terms acceptable.



Alternatives:

1. City Council could approve the proposed contract.

2. City Council could reject the proposed contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the professional services contract (AC-5585) with Bureau Veritas in an amount not to exceed $150,000 for contract labor to provide building inspection services during fiscal year 2020.
