Staff recommends approval of a construction contract to Valley Concrete Company, Inc. This project consists of the removal of an existing eight (8) foot wide concrete path located along the northeastern corner of the Sparks Marina and will replace the existing path with a new eleven (11) foot wide concrete path. New railing will also be installed along a portion of the path that abuts an existing embankment. The Project was quoted and three (3) responsive quotes were received on May 22, 2019 with Valley Concrete Company, Inc. submitting the lowest responsive quote in the amount of $82,942.50.
Background:
The Sparks Marina Path located along the Northeast corner of the Marina is a mix of asphalt and concrete at approximately eight (8) feet in width. The City has worked with developers along that portion of the lake to improve and widen the path to a ten (10) foot minimum width. The 2012 American Association of State Highway & Transportation Officials (ASHTO) recommends a minimum of ten (10) feet wide pathways for all two-way shared paths. As part of the Waterfront Apartment and Gar Woods development they have completed the reconstruction and widening of approximately 560 feet of pathway to (11) feet wide and installed new railing along steeper areas adjacent to the path.
This proposed project includes the removal of approximately 277 feet of the existing eight (8) foot wide pathway that connects the Gar Woods project to the existing twelve (12) foot wide pathway to the north and will construct a new eleven (11) feet wide concrete path. A new railing will also be installed along a portion of the path. This area is heavily used by pedestrians and bicyclist and is in need of widening to allow improved flow and safety throughout the pathway.
Analysis:
The City of Sparks received three (3) qualified quotes for this project and were received May 22, 2019 by 4:00 p.m. The quote received from Valley Concrete was the lowest responsive quote in the amount of $82,942.50. A location map, full summary of the quotes received, and the contract is attached for review by the council.

Recommended Motion:
I move to approve construction contract (AC-5582) for the Marina North Path Widening Project to Valley Concrete Company, Inc. in the amount of $82,942.50.
