Drainage improvements to Wingfield Hills Road were identified as an infrastructure priority, following the winters of 2017 and 2018, and subsequently approved by City Council as part of the FY20 Capital Improvement Plan. The improvements will alleviate the stormwater runoff impacts to residential properties north of Wingfield Hills Road. Ten (10) bids were received at City Hall on May 29, 2019 as a result of the formal bid process. Z7 Development submitted the low bid in the amount of $386,002.15. Staff recommends approval.
Background:
Drainage issues manifested along Wingfield Hills Road between South Wingfield Parkway and Telehurst Drive during the winters of 2017 and 2018. The City settled property damage claims resulting from stormwater runoff encroaching residential properties along Banestone Road. The City contracted with Axion Engineering to investigate the drainage issues and provide an engineered solution to convey the 100-year storm event, mitigating future adverse drainage impacts to neighboring properties. The proposed improvements include storm drain pipe, flat bottom ditch, a detention pond, a berm section, and a based road.
This project was approved in the FY20 Capital Improvement Plan. The estimated cost of construction was budgeted at $200,000. The additional budget will be transferred from the Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project, also approved in the FY20 Capital Improvement Plan. If it is determined that additional funding is required after completing the design and estimating for the Rockwood Drive and Glen Meadow Drive Storm Drain Improvements Project, a request for a budget augmentation may be brought before council for consideration.
Analysis:
Ten (10) bids were received at City Hall on May 29, 2019 as a result of the formal bid process prescribed by statute. The engineer’s estimate was $200,000. The engineer’s estimate was low because it mistakenly did not include portions of the storm drain materials and labor. The corrected engineer’s estimate is $367,915.44. Z7 Development submitted the low bid for this project in the amount of $386,002.15. A bid recap is provided below for Council’s review.
