Staff advertised a formal bid for the 2019 Curb, Gutter, Sidewalk and Pavement Rehabilitation Project – East J Street. The project involves the complete replacement and rehabilitation of curb gutter, sidewalk, driveway approaches, and asphalt on East J Street from Stanford Way to Probasco Way. The City of Sparks received four (4) qualified bids for this project. The low bid for the project was $318,007 submitted by Sierra Nevada Construction, which is almost 23% over available budget. City staff recommends rejecting the responsive bids due to insufficient funding.
Background:
The project is identified within the fiscal year 2019 CIP. The project involves the complete replacement and rehabilitation of curb gutter, sidewalk, driveway approaches, and asphalt on East J Street from Stanford Way to Probasco Way. The existing curb and gutter infrastructure has deteriorated over time and does not function as designed as flow of storm water runoff is restricted. Because the curb and gutter will be completely removed and replaced, the adjacent sidewalk will also be replaced. In lieu of patching the pavement surface adjacent to the new curb and gutter, the street surface will be rehabilitated.
Analysis:
The project advertised on May 15, 2019. The City of Sparks received four (4) qualified bids for this project on May 30, 2019 at 1:45pm and opened at 2:00pm.
Sierra Nevada Construction, the low bidder, was almost 23% over the engineer’s estimate and budget. With Councils approval to rejects this bid, staff will review potential options on how to complete this project in the future.
City of Sparks Municipal Code and Nevada Revised Statutes require Council action to reject bids if the value of the bid exceeds $50,000. A bid recap is provided below for Council’s review. Staff recommends City Council reject the bids due to insufficient funding.

Alternatives:

Recommended Motion:
I move to reject the responsive bids for the 2019 Curb, Gutter, Sidewalk and Pavement Rehabilitation Project, due to insufficient funding.
