Agenda Item Brief:

City staff is asking the City Council to approve the removal and replacement of a 100 horse power plant air compressor at the Truckee Meadows Water Reclamation Facility in the amount of $215.500.00 by Ranger Construction.  The current compressor is at the end of its expected service life and is failing.



Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) utilizes three 100 horse power (HP) air compressors to operate process control valves as well as process flow meters throughout the facility. The plant requires two (2) of the compressors be operating at all times, with one redundant machine.  These air compressors were originally installed in 1997 and have performed beyond their useful life.  Air compressor “A” was replaced in 2018.  The current project seeks to replace compressor “B” to match the new “A” compressor.  Compressor “C” is scheduled for replacement at a future date.



Analysis:

A study of the plant air capacity requirements was conducted, and it was determined that the 100 HP air compressors still meet the air demand requirements for the facility. The new air compressor will also have variable speed controls, making it more energy efficient. A formal bid process was conducted by the City of Sparks purchasing department and Ranger Construction was the lowest responsive bidder.   This cost will be split with the City of Reno pro rata based on plant ownership.  Thus, the City of Sparks share is not to exceed $67,445.50 and the City of Reno’s share is not to exceed $147,554.50.



Alternatives:
  1. City Council could approve the contract as presented by staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract (AC-5578) with Ranger Construction to remove and replace a 100 HP air compressor at the Truckee Meadows Water Reclamation Facility (TMWRF) in an amount not to exceed $215,500.00, with the City of Sparks share to be $67,445.50.
