Title: Consideration and possible approval of a contract (AC-5576) with West Coast Code Consultants, Inc. for an amount not to exceed $150,000, for building/fire permit plan review services in FY20.

Recommendation: Staff recommends City Council approve the contract increase with West Coast Consultants, Inc.
Financial Impact: No General Fund impact. The approved FY 20 budget includes, in Fund 2201 (Development Services Enterprise Fund), $129,000, for which $100,000 is dedicated to building/fire plan review professional services.

Agenda Item Brief:

In order to provide timely building permit plan review/inspection services to the development community, the Fire Department contracts for building/fire plan review services to supplement City staff.  West Coast Consultants, Inc. (WC3) currently provides these services to the City.  The contract proposal would provide the Fire Departments continued use of their services through June 30, 2020 by authorizing the expenditure not to exceed $150,000 from the Development Services Enterprise Fund.



Background:

To provide timely plan review services to the development community, the Fire Department has contracted for third-party building/fire plan review to supplement City staff.  WC3 is one of the firms currently providing the City these services. WC3 submitted a letter proposal dated April 26, 2019, to continue providing the City of Sparks with building/fire permit plan review services.



Analysis:

Staff has reviewed the proposal and finds the terms acceptable.  The proposal to the contract would extend the Fire Departments use of WC3 services through June 30, 2020 by authorizing the expenditure of up to $150,000 from the Development Services Enterprise Fund. If Council approves the contract, WC3’s services would continue to be used on an as-needed basis.



Alternatives:
  1. City Council could approve the contract as outlined by staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract (AC-5576) with West Coast Consultants, Inc. in an amount not to exceed $150,000 for building/fire permit plan review services in FY 20.
