Title: Consideration, discussion and possible approval of an Interlocal Cooperative Agreement (AC-5565) for Reimbursement with the Regional Transportation Commission (RTC) of Washoe County, in the amount of $230,000.00, for construction of sewer and storm drain improvements to be included in the RTC’s Sparks Consolidated 2019 project.

Recommendation: Staff recommends the City Council approve the Interlocal Cooperative Agreement.
Financial Impact: This project will combine budget of $230,000.00 from two different funds in two different CIP projects. Fund 1640 Storm Drains Operations $88,000 – CIP#19-6696A - 15th St SD Repair RTC (currently available $88,000) Fund 1631 Sanitary Sewer Capital Projects $142,000 – CIP#19-6586A – El Rancho Pavement Coordination and C St Sewer Repair RTC (currently available $124,000)

Agenda Item Brief:

The City of Sparks works together with the RTC on the rehabilitation of regional roads. The RTC’s rehabilitation project for FY19, the Sparks Consolidated 2019 Project, includes roadways that also need some rehabilitation for portions of the City’s underground utilities, sewer and storm drain.  This interlocal cooperative agreement for reimbursement will allow the City’s underground utility rehabilitation needs to be included in the construction of RTC’s roadway project, providing for efficiency and effectiveness.



Background:

The RTC annually works on their Regional Pavement Preservation Program.  The program identifies the specific needs for regional road maintenance throughout the Truckee Meadows.  The City of Sparks Pavement Quality Team and Utility Division work very closely with the RTC to prioritize regional road projects in the City of Sparks.  Included in the RTC’s FY2019 Program, under the Sparks Consolidated 2019 Project are 15th Street, from C Street to Prater, Franklin Way from the railroad tracks to E Greg Street, and Hulda Ct. Analysis from the City of Sparks’ Utility Division showed that some portions of underground facilities, sewer and storm drain lines,  within the limits of the RTC’s roadway project are in need of rehabilitation.



Analysis:

In the interest of rehabilitating the underground utilities before the roadway is reconstructed, City of Sparks staff has worked with RTC staff to include the construction of the underground needs into the RTC’s roadway project. This interlocal agreement details the reimbursement that will come from the City of Sparks and to the RTC for the cost of construction associated with the underground components, as requested by the City of Sparks for rehabilitation. The engineer’s estimate for the construction work associated with the utility work, requested by the City of Sparks, is approximately $230,000.00. The project will be bid, awarded and managed by the RTC. The project is expected to be constructed in the summer of 2019. The RTC and the City of Sparks will work together through construction, handling any changes that could come up. The final reimbursement amount will be for the actual cost at the time of construction completion.

The Interlocal Agreement is attached for review and discussion.



Alternatives:
  1. City Council could approve the Interlocal Agreement as outlined by Staff.
  2. City Council could reject the Interlocal Agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the Interlocal Cooperative Agreement (AC-5565) for Reimbursement with the Regional Transportation Commission (RTC), in the amount of $230,000.00, for construction of sewer and storm drain improvements to be included in the RTC’s Sparks Consolidated 2019 Project.
