Agenda Item Brief:

The City of Sparks currently regulates recreational vehicle sales events under the general Temporary Use Permit process. However, the Temporary Use Permit limits the length of the event to a maximum of 72 hours, which typically is not long enough for the setup and take-down of a recreational vehicle sales event. City staff is requesting direction to prepare and propose changes to the Temporary Use Permit regulations to extend the duration of recreational vehicle sales events for future Planning Commission and City Council consideration.



Background:

Currently, recreational vehicle sales events (RV Shows) are regulated through the City’s Temporary Use Permit. SMC Section 20.03.040 (Temporary Uses) permits outdoor events, “including outdoor sales not in connection with a lawfully established use” (S.M.C. 20.03.040 (a)(5)(e)(1)).  Such events may not exceed 72 hours in duration and may not be conducted on the same site more often than once every 96 hours.



Analysis:

Operators of RV shows typically request an event duration in excess of the 72 hours allowed by a Temporary Use permit. At the request of Mayor Smith, City staff is seeking direction to prepare and propose changes to Title 20 to permit RV Shows to, through the Temporary Use Permit process, exceed 72 hours in duration. Such a code amendment would provide City staff with a more suitable tool to regulate this specific use.



Alternatives:
  1. The City Council may direct the City Manager to initiate a code amendment to permit recreational vehicle sales events to exceed 72 hours in duration.
  2. The City Council may decide not to direct the City Manager to prepare a code amendment.


Recommended Motion:

I move to direct the City Manager to initiate changes to Title 20 of the Sparks Municipal Code to permit recreational vehicle sales events to exceed 72 hours in duration.
