Agenda Item Brief: The Interlocal Agreement A-3341 with Washoe County must be amended to provide for the Registrar of Voters to conduct and hold the City's elections concurrently with their primary and general elections in 2012.


Background: In 2001 the Charter Committee presented the Nevada Legislature with a Bill Draft Request to amend the City's Charter to conduct all Sparks Municipal Elections concurrent with the Primary and General Elections in the even numbered years. The Interlocal Agreement A-3341 allowed for Washoe County to conduct elections for the City of Sparks residents in 2008 and 2010. This agreement must be amended to authorize the Washoe County Registrar of Voters to conduct the 2012 primary and general elections.

Analysis: Sparks' amended Charter now allows the City to contract with Washoe County to include our election on their primary and general election ballots. In conducting the elections in this manner the City shall pay to the County $.15 per registered City voter. In addition, the City shall be responsible for payment of actual costs for conduct of the City's portion of the election, incurred by County in the performance of the Agreement, which would not otherwise have been incurred by the County.

Alternatives: The City Council could direct staff to conduct the City's election as a stand alone election at a substantially higher cost.

Recommended Motion: I move to approve the amendment to the Interlocal Agreement to provide for the conducting and holding of the primary and general elections for 2012.
