The State of Nevada, on behalf of the Department of Transportation, has a program available which offers federal grant money to local agencies in order to purchase Brazos Crash Data Systems. Brazos Crash Data System is provided by Tyler Technologies. The Sparks Police Department received a quote from Tyler Technologies for $64,577.00 based upon a contract executed by the State of Nevada. This quote covers the purchase of thirty (30) Brazos Crash Data devices, printers and associated accessories. The program offered by the State of Nevada is a ninety-five percent (95%) to five percent (5%) split. The City of Sparks will be responsible for all of the initial costs ($64,577.00). However, after receiving reimbursement from the State of Nevada ($61,348.00) the total cost to the City of Sparks will be $3,229.00.
Background:
The Sparks Police Department has been using a previous version of the Brazos Crash Data System for approximately four (4) years and those items are breaking at an alarming rate. Since the equipment has been failing, it has caused many issues for officers in the field and internally at the Police Department. The issues include late crash reporting to State and Federal agencies and information on crash reports that have been transposed, altered or missing. The Police Department has purchased several new Brazos Crash Data Systems and the new devices are not experiencing any of the problems previously mentioned. The current program makes available for purchase equipment which officers can use while working to collect and upload crash data and write citations.
The Brazos Crash Data System is the only system which allows end users (police departments) to upload data collected during crash investigations to the State of Nevada. This data is required to be collected and delivered to the State. Currently, Brazos Crash Data Systems (through Tyler Technologies) is the sole contracted agent to collect and deliver required data.
Analysis:
When the State of Nevada entered into a contract with Tyler Technologies an “Agency List” was included in the contract. The Agency List stated, “as of the effective date of the contract, the following agency list reflects the participating agencies covered under the Contract.” The Sparks Police Department is listed as number twenty-two (22) on the contract list.
The City will be utilizing the “joinder” provision allowed under NRS 332.115. Specifically, the City will be using a contract for these materials that was issued by the State of Nevada, to Tyler Technologies. The State’s bid represented a high volume of equipment and the City is able to join this contract and leverage those higher volumes to our benefit.
The approval of the interlocal agreement and associated forms are needed to complete the purchase of Brazos Crash Data Systems. Upon approval of the interlocal agreement and approval to purchase, the Sparks Police Department will utilize the funds to purchase thirty (30) Brazos Crash Data devices, printers and associated accessories.
Alternatives:
The City Council may direct the City Manager to seek other equipment or suppliers.
Recommended Motion:
I move to approve interlocal agreement (AC-5545) between the State of Nevada, on behalf of the Department of Transportation, the City of Sparks, and the Sparks Police Department, for the management and purchase of Tyler Technologies Brazos Crash Data System in the amount of $64,577.00.
