Title: Consideration and possible acceptance of an Office of Traffic Safety Electronic Crash Reporting Equipment Grant

Agenda Item Brief: The State of Nevada Department of Public Safety, Office of Traffic Safety has offered a fixed deliverables grant to pay for equipment necessary for police officers to complete electronic traffic crash reports in the field.
Background: As part of the nationwide push for timely, accurate and complete reporting of traffic crashes, the State of Nevada Department of Public Safety, Office of Traffic Safety and 27 Nevada law enforcement agencies, including the Sparks Police Department, have entered into a partnership to collect electronic traffic crash and citation data. This data is stored in a database called the Nevada Citation and Accident Tracking System, housed at the Department of Public Safety. The data that it contains is used by traffic planners/engineers, emergency medical services, law enforcment and others to provide increased traffic safety for all. In order to collect the data in the field, police officers need to be equiped with a hand-held computer device, similair to a PDA, and various accessories that are needed to print defendant copies of citations. The cost to deploy this equipment is significant, but necessary in order to collect and transmit the data to the NCATS repository.
Analysis: The Office of Traffic Safety has offered a fixed deliverables grant that will purchase enough equipment to outfit 13 Sparks Police Officers with e-crash/e-citation collection capabilities. The total cost will be approximately $24,000, and is divided into 2 grants. This agenda item is for the first of those grants, in the amount of $14,016.
Alternatives: The City can attempt to locate a different funding source, or could opt to not participate in the electronic collection of traffic crash and citation records.
Recommended Motion: I move to accept the Office of Traffic Safety Electronic Crash Reporting Equipment Grant.
