Budget Correction Plan: Funding for the professional services contract will be transferred from Project 19-6586, Stanford Way Upsize Project, which has $977,345 available. The Stanford Way project was budgeted using a removal and replacement construction method. Staff has reviewed an option of slip lining the Stanford Way storm drain line which would be significantly cheaper in overall construction cost. The remaining budget authority for the Stanford Way Upsize Project would be sufficient utilizing the slip lining method. |

Due to limited staff resources, Poggemeyer Design Group was asked to submit a proposal for administering the construction phase of the project to include materials testing and construction inspection. The professional service fee was reviewed by staff. Staff recommends Council approve the contract.
Background:
This project was identified in the 2016 Sewer Model Update as a high priority capital improvement project. The scope includes upsizing the existing 8” sewer to 15” sewer. New 15” sewer will be installed through the El Rancho Dr intersection with Oddie Blvd to connect the northern and southern El Rancho Dr sewer systems. The project will provide much needed capacity improvements for the El Rancho Dr area as well as the Oddie Blvd and Greenbrae redevelopment district.

Analysis:
Poggemeyer Design Group submitted a proposal with a not to exceed amount of $117,456.55. The proposal is attached to the staff report for Council’s review. Funding for the professional services contract will be transferred from Project 19-6586, Stanford Way Upsize Project, which has $977,345 available. The Stanford Way project was budgeted using a removal and replacement construction method. Staff has reviewed an option of slip lining the Stanford Way storm drain line which would be significantly cheaper in overall construction cost. The remaining budget authority for the Stanford Way Upsize Project would be sufficient utilizing the slip lining method.
Alternatives:
- City Council could approve the contract as outlined by Staff.
- City Council could reject the contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the contract with Poggemeyer Design Group, for construction administration, testing, and inspection, for the El Rancho Sewer Improvements Project in the amount of $117,456.55.
