Agenda Item Brief:

This is a request to approve a contract between the City of Sparks and Western Nevada Transport LLC to haul biosolids from TMWRF to landfill at a rate of $91.97 per trip. The annual estimate for the cost of this contact is $129,000. The contract is for a period of 1 year with up to four mutually agreeable 1-year extensions.

Background:

The Truckee Meadows Water Reclamation Facility (TMWRF) produces biosolids as a waste stream from the main treatment process. After digestion and dewatering, the biosolids are hauled to the Lockwood landfill for disposal. TMWRF produces approximately 125 tons of biosolids per day, resulting in 5 to 6 truck trips to the landfill each day.

Analysis:

The existing contract for bio-solids hauling expires in November 2018. The City of Sparks Purchasing Department held an open, competitive bid for this service in September 2018. Western Nevada Transport LLC was the lowest responsive bidder. At the contract rate of $91.97 per trip, the estimated annual cost for this contract is $129,000. The contract is for a period of 1 year with up to four mutually agreeable 1-year extensions.

Alternatives:

1. The City Council can approve the contract as submitted by Staff.

2. The City Council can reject the contract and provide direction to the City Manager.

Recommended Motion:

I move to approve the contract with Western Nevada Transport LLC to haul biosolids from the Truckee Meadows Water Reclamation Facility (TMWRF) at a rate of $91.97 per trip.
