Agenda Item Brief:

City staff is asking the City Council to approve a contract with Western Single Ply to replace the laboratory roof at the Truckee Meadows Water Reclamation Facility for an amount not to exceed $489,400.00. The roof replacement is needed to extend the useful life of the building and protect the valuable laboratory equipment located within the building.



Background:

The laboratory building is a composition of two building roofs. The first building was constructed in 1978 (first floor) / 1982 (second floor) and the second attached building was constructed in 1985. The second-floor roof constructed in 1982 contains asbestos which will be removed as part of this project. The laboratory building experiences numerous leaks during rain and snow events which has the potential to damage or destroy valuable laboratory equipment that is needed for both TMWRF process testing as well as NDEP permit required testing.



Analysis:

The current roofing system has lasted far beyond its expected useful life and needs to be replaced. By replacing the laboratory building roof we will extend the useful life of the building and by doing so we will also protect the expensive equipment that is needed to process the samples that are collected throughout the plant for both the mandatory NDEP and TMWRF in house process testing.

The City of Sparks purchasing department held an open, competitive bid for the roof replacement.  Western Single-Ply was the lowest responsive bidder.  Because the bid amount exceeds the engineer’s estimate, staff is asking council to award only the base bid and not Additive Alternative A, which would have included gutters around the perimeter of the building.



Alternatives:
  1. City Council could approve the purchase as presented by staff.
  2. The City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract with Western Single Ply to install a new roof on the laboratory building located at the Truckee Meadows Water Reclamation Facility (TMWRF) in an amount not to exceed $489,400.00.
