Agenda Item Brief:

The cities of Reno and Sparks jointly own TMWRF. The city of Reno oversees the Capital Improvement Program for TMWRF, while the city of Sparks manages operations. The city of Reno will administer the agreement, and the city of Sparks will reimburse the city of Reno through the current cost-sharing agreement for TMWRF operation and maintenance. 



Background:

The digesters at TMWRF help to stabilize and degrade biological solids prior to dewatering and disposal of the material. This process also produces methane gas that is used to heat the digestion process, heat the facility and operate the co-generation engine.

This scope of work provides for the detailed design work necessary for the rehabilitation of Digester #2 and the external roof of Digester #5. Digester #2 has been in continuous service since 1991 and is in need of interior coating and repair.  This design work will identify the specific tasks necessary to rehabilitate the digester. Additionally, the external roof of Digester #5 is in need of recoating. This design work will prepare plans and specifications for that work as well. This project was anticipated for this year and is included in the approved TMWRF Capital Improvement Program.



Analysis:

The city of Reno will administer the agreement and will be reimbursed for a portion of the costs by the city of Sparks through the current cost-sharing agreement for TMWRF operation and maintenance. The city of Reno and the city of Sparks share the cost of this contract pro rata based on ownership of TMWRF, which is currently 68.63% for Reno and 31.37% for Sparks. The total cost of the contract is $266,732. Based on the ownership percentages, the city of Sparks’ share will be $83,673.83. 



Alternatives:
  1. The City Council may approve the reimbursement agreement as presented by staff.
  2. The City Council may reject the reimbursement agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the reimbursement to the city of Reno for Sparks’ share of a contract with Brown and Caldwell for Engineering Services for the Truckee Meadows Water Reclamation Facility Digester #2 and #5 Cover Rehabilitation Project in an amount not to exceed $83,673.83.
