Agenda Item Brief:

The existing lighting in the theater parking garage does not provide adequate light in areas within the garage and stairwells. The majority of emergency backup lighting has been vandalized and is inoperable. This project includes increasing the existing light output and providing more uniform coverage.



Background:

With all the redevelopment occurring throughout downtown Victorian Square, the City Council has approved $750,000 in Redevelopment Area 1 funds to make improvements to the parking garage adjacent to the theater (refer to the attached location map). The Victorian Square Parking Structure was built in 1996, more than 20 years ago. The existing emergency backup lighting and stairwell lighting have been vandalized to the extent that many lights are no longer operable and the current lighting lacks uniformity. This project will provide additional lighting that will be installed to increase the lumen output throughout the structure and provide more uniform coverage. The emergency backup lighting will be replaced and reconfigured to improve public safety in the event of a power outage, and with a tremendous amount of development occurring in Victorian Square, this will help improve public safety and minimize vandalism.



Analysis:

The lighting project was solicited by a formal bid process with three (3) responsive contractors submitting bids to City Hall Staff on April 4, 2018 by 1:45 pm. Staff has reviewed all responsive bids, found no irregularities, and recommends award to the low bid submitted by Triumph Electric, Inc., in the amount of $110,400, which includes a force account of $2,500. The contract for the project has been attached for reference. A bid recap is provided below for Council’s review.

I move to approve the construction contract to Triumph Electric, Inc. for the Victorian Square Theater Garage Lighting Project in the amount of $110,400.
