Agenda Item Brief:

The Truckee Meadows Water Reclamation Facility (TMWRF) is jointly owned by the Cities of Sparks and Reno. The City of Reno oversees the capital improvement plan (CIP) for TMWRF, while the City of Sparks manages operations. This reimbursement is for an approved CIP project.



Background:

This CIP project includes the replacement of the 2400-volt Raw Sewage Pump Station Switchgear and Low-Voltage Distribution Center (LVDC) 1A switchboard and transformer. These electrical components are approximately 25 years old and are near the end of their reliable service. The proposed replacement of this electrical equipment will help to maintain a reliable and redundant power supply to key TMWRF process facilities. This project is in the JCC approved CIP project for TMWRF.



Analysis:

Aecom Technical Services, Inc. is experienced in the design of high-voltage electrical equipment. They were selected from the list of approved consultants for this type of work. The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks-Reno cost-sharing agreement for TMWRF. The total cost of this agreement is $302,685. The City of Reno and the City of Sparks will share this cost based upon their pro-rata ownership of TMWRF (68.63% Reno, 31.37% Sparks). Based on the ownership percentages, Reno’s share is up to $207,732.72, and Sparks share is up to $94,952.28.



Alternatives:
  1. The City Council may approve the reimbursement as presented by staff.
  2. The City Council may reject the reimbursement and provide direction to the City Manager.


Recommended Motion:

I move to approve the reimbursement to the City of Reno for the City of Sparks’ share of the consulting agreement with Aecom Technical Services Inc. for the design of the Raw Sewage Pump Switchgear Rehabilitation Project at TMWRF in an amount not to exceed $94,952.28.
