Title: Consideration, discussion and possible approval of the purchase of dewatering polymer from Polydyne Inc. for the Truckee Meadows Water Reclamation Facility (TMWRF) at a delivered unit price of $2.0144 per pound and an estimated annual cost of $355,190 to the City of Sparks.

Financial Impact: Based on historical usage of polymer at TMWRF the annual cost of this contract will be $1.1 million which will be paid by Reno and Sparks in accordance with the TMWRF operational budget splits.

Agenda Item Brief:

Staff is seeking approval to joinder onto an existing contract between Polydyne, Inc. and Los Angeles County Sanitation District, California, for the purchase of dewatering polymer for use at TMWRF at a unit price of $2.0144 per pound. Based on historical usage of polymer at TMWRF the annual cost of this contract will be $1.1 million. The contract will have an initial period of one year with up to five mutually agreeable one-year extensions. 



Background:

Polymer is used in two processes at TWMRF, dewatering and primary clarification. Polymer is added to the sludge prior to dewatering in the centrifuge to aid in the separation of water from the biosolids. In primary clarification, polymer is used as a coagulant to facilitate precipitation of solids. The volume of polymer usage in these processes is split approximately 50:50. 



Analysis:

The current polymer supplier for TMWRF has indicated their desire to exit the municipal wastewater treatment market.  Polydyne has supplied TMWRF with polymer in the past and its products are known to be effective in our process. 

The City will be utilizing the joinder provision allowed under NRS 332.115 to joinder onto a contract issued by Los Angeles County Sanitation District, California to purchase the polymer. Based on historical usage of polymer at TMWRF the annual cost of this contract will be $1.1 million. The contract will have an initial period of one year with up to five mutually agreeable one-year extensions. 



Alternatives:
  1. The  City Council  approve the purchase of polymer from Polydyne, Inc as outlined by staff.
  2. The City Council could reject the purchase of polymer from Polydyne and provide direction to the City Manager.


Recommended Motion:

I move to approve the purchase of dewatering polymer from Polydyne Inc. for the Truckee Meadows Water Reclamation Facility at a delivered unit price of $2.0144 per pound and an estimated annual cost of $355,190 to the City of Sparks.
