Title: Consideration, discussion and possible approval of the addition of the title of Deputy Building Official and corresponding salary range in the Management, Professional and Technical Employee Resolution, Appendix A, for the period July 1, 2017 through June 30, 2020.

Agenda Item Brief:

When the City Council approved the fiscal year 2018 budget, it included restoring the title of Deputy Building Official to the employee complement. This proposal recommends the corresponding changes to the Appendix A of the Management, Professional and Technical Resolution to allow staff to implement the budget as approved.



Background:

On April 24, 2017, the Sparks City Council approved the final budget for fiscal year 2018.  Included in the budget was the new needs position of Deputy Building Official.  This agenda item addresses updates of the Appendix A necessary to allow staff to implement the fiscal year 2018 budget as approved.

The request is being made now for the following reasons: At this time, there is a pressing need for a Deputy Building Official to more closely supervise and train the Building Division’s inspectors due to an increase in the number of complex building projects that are simultaneously underway. The Deputy’s initial responsibilities will focus on improving customer service by assuring an equitable distribution of the workload among inspectors to improve inspection turnaround time; training staff on techniques for performing more difficult structural and other complex inspections of buildings; and ensuring consistent interpretation and application of building codes. Longer term, the Deputy Building Official will take on similar responsibilities related to plan review activities. The person filling the position will be required to obtain an International Code Council (ICC) Certified Building Official Certification and fill in as Acting Building Official.

The following new needs position was approved in the fiscal year 2018 budget and the next step is to add it to the Appendix A:

  3. The City Council may not approve the changes to the Management, Professional and Technical Resolution, Appendix A, but provide other direction to the City Manager.

I move to approve the addition of the title of Deputy Building Official and corresponding salary range in the Management, Professional and Technical Employee Resolution, Appendix A.
