Title: Consideration, discussion and possible approval of an Interlocal Cooperative Agreement (AC-5451) with Washoe County, the Board of Regents of the Nevada System of Higher Education on behalf of the University of Nevada, Reno and the City of Reno for a regional dockless bike share pilot program.

Recommendation: Staff recommends that City Council approve the Interlocal Cooperative Agreement with Washoe County, the Board of Regents of the Nevada System of Higher Education on behalf of the University of Nevada, Reno and the City of Reno for a regional dockless bike share pilot program.

Agenda Item Brief:

The attached Interlocal Cooperative Agreement is to allow the City of Sparks staff to continue working on and participating in a regional pilot dockless bike share project.    



Background:

City of Sparks staff has been a participant in a regional approach to learning about bike share and the potential feasibility within the region. On January 8, 2018, the City Council heard a presentation on the status of the project and was asked for support in advancing a pilot program. The City Council supported staff to move forward on implementing a regional dockless bike share program to run for a limited time (approximately March 2018 – October 2018). The City of Reno solicited funds from the Regional Transportation Commission (RTC) to hire a bike share consultant to aid in developing the necessary agreements needed to help ensure the protection of the entities and to give the project the best chance of success.



Analysis:

This Interlocal Cooperative Agreement lays out the goals of the project and will allow the City of Reno to move forward with a Request for Proposal (RFP) to select a single vendor for the regional pilot program. All parties in the Agreement will have an opportunity to provide comment of the RFP before its release. City of Sparks staff will participate in selecting a vendor from the responses received from the RFP. The selected vendor will then work with each jurisdiction/party to negotiate specific terms and conditions. This vendor agreement will be reviewed by City of Sparks staff and is anticipated to be presented to the City Council in late April. Once vendor agreements have been negotiated, a public educational campaign will be launched to help inform the public of what they can expect. It is anticipated the pilot dockless bike share program will be launched regionally in early to mid-May 2018. 



Alternatives:
  1. City Council could approve the Interlocal cooperative Agreement as outlined by Staff.
  2. City Council could reject the Interlocal cooperative Agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the Interlocal Cooperative Agreement with Washoe County, the Board of Regents of the Nevada System of Higher Education on behalf of the University of Nevada, Reno and the City of Reno for a regional dockless bike share pilot program.
