Title: Consideration, discussion and possible approval of 2018 Operating Plan (AC-5450) between the City of Sparks, Bureau of Land Management (BLM), and US Forest Service (FS).

Recommendation: The recommendation is for Council to approve the proposed 2018 Operating Plan between the City of Sparks, Bureau of Land Management, and US Forest Service.

Agenda Item Brief:

The current Cooperative Fire Protection Agreement (AC-5248, June 13, 2016; AI 8.5) and Operating Plan between the Sparks Fire Department and the BLM/FS are still in effect. This new Operating Plan will be effective July 1, 2018, upon approval by the Sparks City Council, the BLM, and the FS. This combined contract is meant to streamline the contracts that the federal agencies must get signed every year. The Operating Plan is an addendum to the Agreement and is intended to identify and define the operational aspects of the Cooperative Fire Protection Agreement. This Operating Plan may be renewed each year if needed.



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The current Federal Cooperative Fire Protection Agreement was negotiated in 2016 and is valid for five (5) years. The renewal of the 2018 Operating Plan will continue to provide SFD with the ability to receive mutual aid from our Federal partners within the city limits, as well as defines the areas and times where SFD will provide mutual aid in the areas surrounding the City. It also serves as a billing mechanism for fires outside the City and/or on the jurisdictions of the United States Forest Service, Bureau of Indian Affairs, US Fish and Wildlife Service, and the National Park Service. 

This 2018 Operating Plan will take effect once approved by the Sparks City Council, the BLM, and FS, with a starting date of July 1, 2018. The Operating Plan will then be reviewed on a yearly basis to make adjustments to billing rates and contact information if needed. The Operating Plan should clearly define the operational aspects of the Cooperative Agreement.

If approved by the Council, the 2018 Operating Plan will be returned to the BLM and FS for their signatures.



Analysis:

Cooperative agreements are crucial in mitigating those emergencies that exceed the capabilities of a single agency. The Sparks Fire Department, the Bureau of Land Management, and the US Forest Service have a long history of working together in the containment and extinguishment of wildland fires. This Operating Plan ensures this relationship will continue. The 2018 Operating Plan defines the areas and times where mutual aid and assistance for hire are applicable, a process to respond to and request resources for all incidents, and defines procedures for reimbursement and invoicing for services.



Alternatives:
  1. Council can choose to not approve the 2018 Operating Plan between the Sparks Fire Department, the Bureau of Land Management, and the US Forest Service.
  2. Council can approve the 2018 Operating Plan between the Sparks Fire Department, the Bureau of Land Management, and the US Forest Service.


Recommended Motion:

I move to approve the 2018 Operating Plan between the Sparks Fire Department, the Bureau of Land Management, and the US Forest Service.
