Title: Consideration and possible approval of the Marina Building Siding Replacement Project, Informal Quote, to J&S Custom Homes, Inc., in the amount of $41,639.

Recommendation: Staff recommends that Council approve the Marina Building Siding Replacement Project, Informal Quote, to J&S Custom Homes, Inc., in the amount of $41,639.
Financial Impact: “$32,020 in appropriations is contained in the 2011/2012 Capital Improvement Plan for Project 122004, Marina Park Buildings Improvements Project, in Fund 1402, Parks & Recreation Capital Projects Fund. An additional $9,619 for the funding for Alternates 1-4, and from anticipated expenses will be moved from appropriations for CIP 12-2003, Marina Park Landscape, Path Modifications, and Upgrades Project. This expense for siding replacement will post to Account 603510, Buildings- Non-Capital using Project 12-2004-100.

Agenda Item Brief: Consideration and possible approval of the Marina Building Siding Replacement Project to J&S Custom Homes, Inc., in the amount of $41,639. This project will replace the existing vinyl plastic siding with cement board siding on the three (3) buildings around the Marina Lake. City staff recommends approval.


Background: The three (3) buildings on the Sparks Marina Lake were built with vinyl plastic siding in 2000 with the construction of the Marina Park. Due to normal wear and tear the vinyl siding has been damaged however the original siding material is no longer available for making repairs. Our climate is a marginal area for using vinyl as a siding material due to the sun exposure and cold winters that accelerate aging and cause the plastic to become brittle. In consultation with an architect, City staff decided to completely replace the siding material with cement board siding which will provide a longer lasting, tougher and readily available siding material. As an alternate item, an anti-grafitti coating was included in the project scope with the goal of reducing the future maintenance needs of removing graffiti from the buildings.

Analysis: Four (4) contractors were invited to provide quotes for this project. Two (2) quotes were received by the City on December 30, 2011. The base quoted prices ranged in cost from $29,427 to $49,853. No irregularities were found in the quotes. A copy of the low quote is attached and a recap of the quotes received is given below: •Engineer’s Estimate - Base Quote $30,500 Alternates $21,000 Base & Alternates $51,500 •J&S Custom Homes - Base Quote $29,427 Alternates $12,212 Base & Alternates $41,639 •Gill Construction - Base Quote $49,853 Alternates $25,200 Base & Alternates $75,053

Alternatives: 1.City Council could approve the Marina Building Siding Replacement Project as outlined by Staff. 2.City Council could reject the Marina Building Siding Replacement Project and provide direction to the City Manager.

Recommended Motion: “I move to approve the Marina Building Siding Replacement Project, Informal Quote, to J&S Custom Homes, Inc. in the amount of $41,639.”
