Title: Consideration, discussion and possible acceptance of the report on the regional bike share program from the Regional Transportation Commission (RTC) of Washoe County and consideration of supporting a dockless bike share pilot program and the RTC’s Transportation Alternative grant application for a regional smart bike/station based bike share program.

Agenda Item Brief:

This item is intended to update City Council members on the status of the regional approach to bike share and ask for support for both moving forward with a pilot program for a dockless bike share and the RTC’s Transportation Alternatives grant application for a regional smart bike/station based bike share program.   



Background:

City of Sparks staff has been a participant in a regional approach to learning about bike share and the potential feasibility within the region. This presentation is intended to give the City Council an update on the status of that project and to gain support for moving a pilot program forward. The bike share committee is recommending a pilot project for a dockless bikeshare to run for a limited time (approximately March 2018 – October 2018), as well as supporting the RTC in preparing a Transportation Alternatives grant application for bike share capital costs for a smart bike/station based bike share regional program.

Alternatives:
  1. City Council could accept the report on the regional bike share program and support moving forward with both a dockless bike share pilot program, and the RTC’s Transportation Alternative grant application for a regional smart bike/station based bike share program as outlined by Staff.
  2. City Council could reject the report on the regional bike share program and reject supporting the pilot project and the RTC’s grant application and provide direction to the City Manager.


Recommended Motion:

I move to accept the report on the regional bike share program from the Regional Transportation Commission (RTC) of Washoe County and to support a dockless bike share pilot program and the RTC’s Transportation Alternative grant application for a regional smart bike/station based bike share program.
