The Fire Department is requesting approval to purchase four (4) Zoll X-Series defibrillators and related equipment to support the department's Paramedic program. The four (4) monitors will replace four (4) aging defibrillators that do not have the capabilities needed to provide the advanced cardiac monitoring necessary under the department's paramedic protocols. The cost of the monitors is $117,114.10.
The Fire Department has been awarded an Assistance to Firefighters Grant which will reimburse the department $106,467.36 toward the cost of the monitors.
Background:
On November 17, 2016, the Sparks Fire Department applied for a Department of Homeland Security (DHS) Assistance to Firefighters Grant (AFG) to purchase four (4) 12-lead defibrillators to support the department's Paramedic program. These units will replace four (4) aging defibrillators that do not have the capabilities needed to provide the advanced cardiac monitoring necessary under the department's paramedic protocols.
On May 26, 2017, the Fire Department was notified the grant request had been approved and on June 26, 2017, the City Council accepted the AFG.
In order to ensure interoperability with our existing defibrillators and those of our mutual aid partners, the department filed an amendment to the original grant to specifically purchase Zoll X Series defibrillators. In doing so, the department followed the procurement process defined in our own local ordinances and Nevada State Law regarding such purchases as well as the Federal requirements for a "non-competitve proposal."
On December 13, 2017 the department's amendment to purchase the Zoll X-Series monitors was approved by the DHS.
Analysis:
Purchase of the four (4) Zoll X-Series monitors is critical to replace aging defibrillators that are inadequate for paramedic level EMS care. The four new monitors will also allow the department to open another paramedic station in 2018, subject to Council approval.
Alternatives:
The City Council can approve the purchase of the four (4) Zoll X-Series monitors for $117,114.10, with the expectation that approximately $106,467.36 will be reimbursed by the federal government under the terms of the 2016 AFG which was accepted by the City Council on June 26, 2017, or
The City Council can choose not to approve the purchase of the four (4) Zoll X-Series monitors.
Recommended Motion:
I move to approve the purchase of four (4) Zoll monitors and related equipment from the Zoll Corporation for $117,114.10 of which Sparks' share is $10,646.74.
