Recommendation: Staff recommends that the City Council approve the Professional Services Contract with HK Architects to develop and design the renovation of the Shadow Mountain Restroom and Concession Building in the amount of $35,000.
Financial Impact: $250,000 in appropriations is contained in the 2011/2012 Capital Improvement Plan for Project 122002, Shadow Mountain Renovation Project, in Fund 1402, Parks & Recreation Capital Projects Fund. This expense for the development and design of the renovation of the restroom and concession building at Shadow Mountain Sports Complex will post to Account 604020, Capital Project Professional Services using Project 12-2002-100.

Agenda Item Brief: Consideration and possible approval of a Professional Services Contract with HK Architects to develop and design the renovation of the Shadow Mountain Restroom and Concession Building in the amount of $35,000. The proposal will provide for design of renovation improvements to the Shadow Mountain restroom/concession building. Staff recommends approval.
Background: The City of Sparks built Phase II of the Shadow Mountain Sports Complex in the early 80’s. This included the main Bathroom/Concession Building. Minor changes and upgrades have taken place since then, however the bathrooms, roof, mechanical, electrical, and plumbing system need to be renovated to meet the high use of this facility.
Analysis: City Staff contacted and met with HK Architects to review the existing facility and the desires of the Parks and Recreation division to renovate the facility. The proposal is attached for your review and outlines the renovation based on meeting in the field and the needs to serve the public that use this facility.
Alternatives: 1. City Council could award the proposal as outlined by Staff. 2. City Council could reject the proposal and provide direction to the City Manager. 3. City council could direct the City Manager to provide other alternatives to this proposal.
Recommended Motion: “I move to approve the Professional Services Contract with HK Architects to develop and design the renovation of the Shadow Mountain Restroom and Concession Building in the amount of $35,000.”
