Title: SECOND READING, Public Hearing, discussion and possible adoption of Bill No. 2726, an Ordinance amending Chapter 9.34 of the Sparks Municipal Code to prohibit inflatables during special events without a permit, and other matters properly related thereto (FOR POSSIBLE ACTION).

Agenda Item Brief:

The recommended amendments to Chapter 9.34 of the Sparks Municipal Code will define “inflatable” and prohibit inflatables on public property during special events without a permit. Adopting these amendments will promote the safety of special event attendees and provide clarity to the public and special event promoters and vendors regarding the use of inflatables during special events.



Background:

During some special events in the City of Sparks, event promoters or vendors have set up inflatable structures such as bounce houses and race arches. These inflatables have not always been safe for use by the public or properly secured to the ground. Due to the high winds that Northern Nevada frequently experiences, poorly secured inflatable structures may become airborne, posing a significant safety hazard to people using the inflatables and to passersby.



Analysis:

Defining inflatables and prohibiting their use on public property unless permitted will protect special event attendees from the potential hazards posed by unregulated, poorly secured inflatables. The proposed amendment requires a safety inspection by the Sparks Fire Department prior to use. The proposed amendment will prevent the use of unsafe inflatables during special events while allowing event promoters or vendors to seek a permit for safe, properly secured inflatables. This permit process will provide a safer environment during special events for all visitors and users.



Alternatives:

The City Council may choose to reject the proposed amendment to Chapter 9.34 and provide direction to the City Manager.



Recommended Motion:

I move to adopt Bill No. 2726, an Ordinance amending Chapter 9.34 of the Sparks Municipal Code.
