Agenda Item Brief:

Consideration and possible approval to allow the city to purchase a server based citywide Building Access Control System from PowerComm for $90,538.  This is part of the overall city FY 2018 CIP budget plan.

 



Background:

Over the past 25 years, the city has installed multiple building and facility electronic access systems.  The technology installed in our various facilities has reached the end of life and support.

As part of the approved Capital Improvement Program for Building Maintenance, a centralized citywide system that gives departmental control to the facilities would be the best option for the city.

Public Works, Information Technology and the Police Department have researched a number of solutions and the proposed system from PowerComm Solutions would be the best option for the city.

The proposed system is "open" to connecting to many vendors hardware so that the central system will not be impacted by major changes by hardware vendors in the future.



Analysis:

The building access control systems installed throughout the city have reached the end of life and support.  Parts for equipment is not available and the software uses non-supported operating systems to run.

Public Works, Information Technology and the Police Department have researched a number of solutions and the proposed system from PowerComm Solutions would be the best option for the city.  It will allow for future growth and also future changes in technology that will allow us to better secure our city buildings and facilities.

Currently the plan is to install the central control server (Phase 1) and upgrade the Police Department access (Phase 2) as part of the current fiscal year.  Future plans call for adding all exterior doors at City Hall, and all other City Facilities.

NRS Chapter 332.115(h) exempts computer hardware and software items from competitive bid. However, these purchases utilize the joinder provision allowed under NRS 332.195 and NASPO ValuePoint Contract (formerly known as the Western States Contracting Alliance or WSCA).



Alternatives:

The City Council may choose to not approve the Building Access Control System from PowerComm and provide further direction to the City Manager.



Recommended Motion:

I move to approve the purchase of  Phase 1 and Phase 2 of a Building Access Control System from PowerComm for $90,538.
