Title: Consideration, discussion and possible approval to purchase two Toro Groundsmaster® mowers from Turf Star Western in the amount of $136,536.37.

Recommendation: Staff recommends that the Council approves the purchase of these mowers for the Parks Maintenance Department from Turf Star Western in the amount of $136,536.37.
Financial Impact: $136,536.37 in Equipment Fund 1702. $1,105,636.70 was approved for project 18-7500 Vehicle Replacement Plan in the FY18, and $412,683.07 of budget authority remains. $66,783.50 of replacement funds have been collected in this fund for this purchase. General Fund annual maintenance and repairs costs will not change.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $136,536.37 to replace two mowers for the Parks Maintenance Department.



Background:

This request is for the purchase of (1) large fairway mower #8261 and (1) smaller quad steer 4WD mower #8141 w/5ft broom and quick mount attachment. These vehicles will replace 824C and 806E. Because of budget restrictions, 824C and 806E have exceeded their standard replacement rotation. Because of their state of wear, these units are used as backup units when a newer front line unit is out for service or repairs. If approved the new mowers will arrive in four to five weeks. Equipment services is requesting authority to change which mowers would be replaced based on unexpected changes during the next two months.



Analysis:

In sourcing the vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicles utilizing the Nevada NASPO contract pricing, Contract No. 3114. These bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct the City Manager to provide alternatives to this purchase.


Recommended Motion:

I move to approve the purchase of two mowers from Turf Star Western in the amount of $136,536.37.
