Title: Consideration and possible approval of an application for a Gaming License for Plantation Investments, LLC dba Rail City Casino, located at 2121 Victorian Avenue, Sparks, NV, submitted by Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow.

Petitioner/Presenter: Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow resides at 1547 Black Bart Avenue, South Lake Tahoe, CA./Chief of Police Brian Allen

Recommendation: It is recommended that Council approve Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow’s application for a Gaming license contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions.

Financial Impact: $21,525 quarterly in total, comprised of the following: $30 x 685 = $20,550 quarterly; $105 x 5 = $525 quarterly; $225 x 2 = $450 quarterly. There will be 685 Slot Machines, ($.01 x 182, $.05 x 10, $.25 x 6, $1 x 16, $5 x 1, Multidenominational x 470), 5 ‘21’ Game Tables, and 2 Keno Games.

Background:

Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow is applying for a Gaming License for Plantation Investments, LLC dba Rail City Casino, located at 2121 Victorian Avenue, Sparks, Nevada. This application is filed only to retain the property’s grandfathered rights to non-restricted gaming. Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow has been the General Manager of Plantation Investments, LLC, since November of 2015. Prior to him working for Plantation Investments, LLC, Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow worked as a CFO for JA Nugget/Casino from October of 2006 until September of 2014. In September of 2004 to October of 2006, Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow worked as a Teacher for St. Theresa School. From October of 2000 to June of 2003, Mr. Stephen Joseph Yarrow aka Stephen Francis Yarrow worked as AGM for Harrah’s East Chicago Casino.
