Consideration and possible approval of the 2017 Street Rehabilitation – Unit 3, Bid No. 16/17-014, PWP-WA-2017-108 contract to Sierra Nevada Construction, in the amount of $1,309,007. Staff recommends that council award the contract.
Background:
The 2017 Street Rehabilitation –Unit 3 Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outline in the 5 year Program of Projects.
Analysis:
The project scope identifies the need to remove and replace as needed rundown curb & gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY17 Unit 3 Roadway Rehabilitation Map.
The City of Sparks received four (4) qualified bids for this project. Bids were received March 9, 2017 at 1:45pm and opened at 2:00pm.
A bid summary of the qualified bidders is shown below:
Sierra Nevada Construction $1,309,007.00
Q&D Construction $1,387,628.00
Spanish Springs Construction $1,441,444.00
Granite Construction $1,588,588.00
West Coast Paving $1,299,844.00 **
**The bid submitted by West Coast Paving was deemed to be non-responsive with respect to information required to be submitted at the time of the bid per the Nevada Revised Statutes. Therefore the bid amount was not considered in evaluation.
Alternatives:
1. City Council could approve the project contract as outlined by Staff.
2. City Council could reject the proposed project contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the 2017 Street Rehabilitation – Unit 3 contract to Sierra Nevada Construction in the amount of $1,309,007.
