Consideration and possible award of the 2017 Curb, Gutter, Sidewalk and Pavement Rehabilitation Project, Bid No. 16/17-010, PWP-WA-2017-079 contract to Spanish Springs Construction in the amount of $637,444.00. Staff recommends that council award the contract.
Background:
The project involves the complete replacement and rehabilitation of curb gutter, sidewalk, driveway approaches, and asphalt on K Street, L Street, and M Street from Stanford Way to Probasco Way. The existing curb and gutter infrastructure has deteriorated over time and does not function as designed as flow of storm water runoff is restricted. Because the curb and gutter is to be completely removed and replaced, the adjacent sidewalk will also be replaced. In lieu of patching the pavement surface adjacent to the new curb and gutter, the street surface will be rehabilitated. The area to be rehabilitated is identified within the fiscal year 2017 CIP.
Analysis:
The project advertised on January 25, 2017. The City of Sparks received three (3) qualified bids for this project. Bids were received February 14, 2017 at 1:45pm and opened at 2:00pm.
A bid summary of the qualified bidders is shown below:
Spanish Springs Construction $637,444.00
West Coast Paving $639,051.00
Sierra Nevada Construction $669,007.00
West Coast Paving was the apparent low bidder at the bid opening. However, there was a math error in the bid submitted by Spanish Springs Construction that was resolved in their favor as it shifted the bid result in their favor from what had been publicly announced at the bid opening. Bidders were communicated with regarding the error. Spanish Springs stood by their bid that was corrected by the City and West Coast was informed of how it occurred and did not take issue with the City’s direction in showing Spanish Springs as the low bidder on the project.
Alternatives:
1. City Council could award the project contract as outlined by Staff.
2. City Council could reject the proposed project contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the 2017 Curb, Gutter, Sidewalk and Pavement Rehabilitation Project contract to Spanish Springs Construction in the amount of $637,444.
