Background:
The Western Regional Water Commission (WRWC) was formed by a Joint Powers Agreement and approved by the City Council on January 22, 2008. The current WRWC Commissioners representing Sparks are Council Member Donald Abbott (term expires 03.31.18); Mayor Geno Martini representing the Joint Sparks/Reno appointment for the Truckee Meadows Water Reclamation Facility (appointed by Sparks City Council, not confirmed by TMWRF partners) (term expires 03.31.18); and Council Member Ron Smith as appointed and approved by the Truckee Meadows Water Authority Board (current term expires 03.31.19).
Analysis:
Pursuant to the Western Regional Water Commission Act (Chapter 531, Statutes of Nevada 2007, Sec. 25): "The owners of the Truckee Meadows Water Reclamation Facility or its successor shall jointly appoint one trustee for an initial term of two years."
On March 14, 2016 the Sparks City Council appointed Mayor Geno Martini to the WRWC and the City of Reno appointed Councilman Paul McKenzie, creating a situation wherein there was no valid appointment to the committee.
Alternatives:
The City may choose not to ratify Truckee Meadows Water Reclamation Facility's recommendation for appointment of Paul McKenzie for the remainder of the current term.
Recommended Motion:
I move to ratify the Truckee Meadows Water Reclamation Facility's recommendation for joint appointment of Paul McKenzie to the Western Regional Water Commission for the remainder of the current term of April 1, 2016 through March 31, 2018.
