Title: Consideration and possible approval of a contract (AC-5351) with the State of Nevada for wildland expenses and emergency incidents (flood) for the period of July 1, 2017-June 30, 2019 in the amount of $20,000.

Recommendation: The recommendation is for Council to approve the proposed 2017-19 contract between the City of Sparks and the State of Nevada.
Financial Impact: The contracted amount will be paid from the current 2017 Mutual Aid budget.

Agenda Item Brief:

The current contract between the Sparks Fire Department and the State of Nevada is expiring on June 30, 2017. This new contract will be effective upon approval by the Sparks City Council and the State of Nevada on July 1, 2017. The cost for 1 year of the contract is $10,000. The funds are available to pay for the two (2) year contract out of this current years Mutual Aid line item. 



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The current agreement was signed after the S-Fire, July 2016. The renewal of this agreement will continue to provide SFD and the City of Sparks with added resource availability at no cost to the City. This program is not only beneficial for the wildland fire season but any emergency in which the City of Sparks is in need of inmate work crews. During this years Flood 17.1 and 17.2, the City requested crews to assist residents at sand bag filling stations.  

If approved by the Council, the State of Nevada will approve and will be effective for 2 years. 



Analysis:

Cooperative agreements are crucial in mitigating those emergencies that exceed the capabilities of a single agency.  The Sparks Fire Department and the State of Nevada recently renewed their working relationship after the S-Fire. This contract would ensure this relationship continues.



Alternatives:
  1. Council can choose to not approve the 2017-19 contract between the Sparks Fire Department and the State of Nevada.
  2. Council can accept the recommended motion.


Recommended Motion:

I move to approve the 2017-2019 contract between the Sparks Fire Department and the State of Nevada for wildland expenses and emergency incidents for the period of July 1, 2017-June 30, 2019 in the amount of $20,000.
