Title: Consideration and possible approval of Resolution No. 3311 adopting the 2016 Sewer Model Update as the Standard for Evaluation of Sewer Line Capacity for the City of Sparks.

Agenda Item Brief:

The City of Sparks Sewer Model was updated in 2016.  Resolution No. 3311 will adopt the 2016 Sewer Model Report as the Standard for Evaluation of Sewer Line Capacity for the City of Sparks.



Background:

In 2015 City Council approved a contract with Atkins to prepare an update to the 2004 Sparks Sewer Model.  This update was needed due to significant improvements in GIS technology and sewer flow modeling capabilities.  Atkins has completed the study; staff has reviewed the land-use assumptions and sewer generation rates used as inputs to the model and generally agrees with the model results.

A Resolution has been drafted for Council’s consideration to adopt the 2016 Sewer Model Update as the standard for evaluation of sewer line capacity for the City.  Adoption of the 2016 Sewer Model Update will provide the ability to establish the baseline capacity for the City’s sewer conveyance system, identify necessary capital improvements, and analyze the effects of development.

Alternatives:
  1. City Council could approve the Resolution to adopt the 2016 Sewer Model Update as outlined by Staff.
  2. City Council could reject the Resolution to adopt the 2016 Sewer Model Update and provide direction to the City Manager.


Recommended Motion:

I move to approve Resolution No. 3311 adopting the 2016 Sewer Model Update.
