Available budget from prior year CIP is in excess of $24,000,000.00. The excess monies will eventually roll into FY17.

     A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

Consideration and possible award of the North Truckee Drain Realignment Phase 3 Project to Q&D Construction in the amount of $14,118,008.  This project will install 2,540 linear feet of double 10’x14’ Reinforced Concrete Box culvert, 740 linear feet of double 8’x8’ Reinforced Concrete Box culvert, and 3,261 feet of storm drain pipeline north of Kleppe Lane and west of Greg Street as part of the overall North Truckee Drain Realignment Project.  Staff recommends approval.



Background:

The North Truckee Drain Realignment Project is an integral component of the Truckee River Flood Project to the City of Sparks.   The North Truckee Drain Realignment Phase 3 Project limits begin on the west side of Greg Street and end approximately 700 feet east of Sparks Boulevard, and are generally located south of Interstate 80 (see attached figure).

This Phase 3 project will install 2,540 linear feet of double 10’ tall by 14’ wide reinforced concrete box culvert and 740 linear feet of double 8’ tall by 8’ wide reinforced concrete box culvert.  An additional 3,261 linear feet of storm drain piping will be installed for conveyance of localized storm drainage flows. This portion of the work will connect to the existing Phase 1 North Truckee Drain Realignment project where it crossed Greg Street, and will complete the North Truckee Drain Realignment.



Analysis:

The project advertised in the Reno Gazette Journal on October 19th, 2016 and was posted to the City of Sparks public website for download by interested parties.  One addendum was issued during the bid.  Three bids were opened at city hall on November 16th, 2016 at 2:00 P.M.  Bid results ranged in cost from $14,118,008 to $17,777,777.  Engineer’s estimate $18,000,000.  Below is a recap of the bids:

All bids were deemed complete as submitted with no abnormalities.  Q&D submitted the lowest bid, and it is recommended to award as such.



Alternatives:
  1. City Council could award the North Truckee Drain Realignment Phase 3 Project as outlined by Staff.
  2. City Council could reject the North Truckee Drain Realignment Phase 3 Project and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract for the North Truckee Drain Realignment Phase 3 Project to Q&D Construction, Inc. in the amount of $14,118,008.
