Agenda Item Brief:

The City Manager presented the 2017-2022 Strategic Plan at a previous Council Workshop on September 19, 2016.

The Strategic Plan is analyzed by senior city staff in May of the current year. The senior staff workshop is charged with proposing new ideas and solutions to the 5 year Strategic Plan. This process allows the senior staff to affirm the city is following the Vision and Mission statements as directed by the City Council while keeping abreast of current events within the city, the County and the State of Nevada. 



Background:

The Strategic Plan is a dynamic document that is the road map for how staff, through the City Manager, implements the Vision and Mission of the Council. There are short-term and longer term goals in the Strategic Plan. The Strategic Plan allows staff to focus on operational items that will have the most impact on the city's fiscal and physical health while allowing staff to get ahead of future items before they become unmanageable.

At this past May's Senior Staff Workshop, staff discussed and is recommending modifying the Strategic Plan to include 4 strategic goals and 2 internal organizational wide strategies. 

Organizational Wide Strategy #1: Fiscal Stability

  • Maintain positive cash balances,in accordance with the city's adopted fiscal policies 
  • Achieve balanced spending within the General Fund, in accordance with the City's adopted fiscal policies
  • Manage the liabilities associated with Other Post Employment Benefit (OPEB) and Heart/Lung/Cancer benefits in accordance with the city's adopted fiscal policies
  • Formulate a comprehensive fee policy and pricing structure, moving towards a cost recovery model.

Organizational Wide Strategy #2: Employee Relations

  • Develop an effective process for performance feedback and career support
  • Enhance succession planning methodologies for key positions allowing for the safekeeping of institutional knowledge addressing information transfer, training and certification needs.

Strategic Goal 1: Public Safety: Cultivate community and visitors quality of life experiences by enhancing the city’s public safety response, prevention, and support services.

Strategic Goal 2: Infrastructure and Technology: Manage city assets by providing proper preventative maintenance methodologies while utilizing replacement technologies assuring quality infrastructure for our community.

Strategic Goal 3: Economic Development: Enhance regional recognition of Sparks through the improvement of public venues and commercial development ensuring our ability to provide full municipal services to our citizens and visitors.

Strategic Goal 4: Citizen Engagement/Empowerment: Increase the number of participants and points-of-view guiding Council in the development of policies satisfying community wants and needs.

The council may approve the 2017-2022 Strategic Plan as presented by staff.

The council may not approve the 2017-2022 Strategic Plan as presented and provide other direction to the City Manager.



Recommended Motion:

I move to approve the 2017-2022 Strategic Plan as presented by staff.
