Consideration and possible approval of a contract (AC-5289) for the Fire Station #1 and Police Department Parking Lot Rehab Project to Intermountain Slurry Seal, in the amount of $52,662.40. This project will address the deteriorating parking areas at both Fire Station #1 and the Police Department which will ultimately provide much needed maintenance that will greatly extend the life of the parking lots. Staff recommends approval.
Background:
Many of the city owned parking lots continue to deteriorate and have not been on a regular maintenance program. Over the last three years the City has been assessing each of the City owned parking lots to determine what should be done to prolong their life. The method used has ranged from preventative maintenance to a full rehab of the parking lot. Refer to the attached exhibit for the parking lot locations included with this project.
Analysis:
This quote includes two parking lots at Fire Station #1 that require crack sealing and a double rapid setting slurry seal, whereas the remaining four (4) parking lots will require a single rapid setting slurry seal. All the areas included are denoted in the attached maps and include permanent striping. The original scope for this project only included Fire Station #1, but staff was able to use a more cost effective method to address these parking lots and recent prices were coming in lower than anticipated. With the lower engineer’s estimate at Fire Station #1, staff felt we could include an option #1 and option #2 to potentially get more parking lots completed. Ultimately the low quote came in just over the funding available for the project, which allowed us to choose both Option #1 and Option #2, along with the base bid.
The City received two (2) quotes on August 16, 2016. The quotes also include a force account of $5,000 to correct unforeseen conditions, if required, and was awarded based on the combination of the base quote plus option #1 and option #2. Intermountain Slurry Seal provided the lowest quote of $52,662.40. A summary of the quotes received is shown below:

Alternatives:
- City Council could award the contract as outlined by Staff.
- City Council could reject the proposed contract and provide direction to the City Manager.
Recommended Motion:
“I move to approve the contract with Intermountain Slurry Seal, in the amount of $52,662.40.”
