Agenda Item Brief: Consideration and possible approval to proceed with Capital Projects Fund 1404 projects in the approved CIP FY 2011/2012 and use of fund balance from previous CIP for a new 1404 project. Based upon the City’s ending fund balance being in excess than previously expected, funding is available to proceed with the projects in Fund 1404 as outlined in the FY11/12 CIP. Staff recommends approval.


Background: The City of Sparks Financial Services Department has prepared the FY10/11 General Fund unaudited financial results with a projected unrestricted ending fund balance equal to 12.4% of expenditures which is approximately $2.2 million over the fiscal policy goal of 8.3%, and about $1.3 million higher than estimates prepared last Spring. At the May 9, 2011 Council meeting, Council approved the FY 11/12 CIP, which included approximately $1.2 million in possible expenditures for Capital Projects Fund 1404. At the meeting Council provided direction that all but three of the twelve identified projects could proceed until a better financial picture of the City’s ending General Fund balance could be determined. Current Authorized 1404 Funded Projects: • Alf Sorensen Pool Exhaust Fan/Dehumidifier Project (CIP 121020) • Little League Bathroom Project @ Golden Eagle (CIP 121021) • IT Technical Refresh Program (CIP 121060) 1404 Funded Projects Requesting Authorization: • Annual ADA Facility Mitigation-$25,000 (CIP 121000) o Project to provide ADA improvements to City Facilities and based on recommendations from the City Disability Advisory Committee. • Annual City Facilities Projects-$100,000 (CIP 121001) o These funds are for unforeseen projects/issues that arise throughout the year at City Facilities. Typically projects have been repair/replacement of HVAC systems, boilers, electrical systems, and roofs. • City Hall HVAC Compressor Replacement-$22,000 (CIP 121002) o This project is to replace two of the four HVAC compressors at City Hall which are beginning to fail. • Agresso HR/Payroll Implementation Project-$210,000 (CIP 121003) o This is the final phase of the Agresso Implementation which includes a Human Resources and Payroll Module • Police Department Hall Lighting Retrofit-$5,000 (CIP 121030) o This project will replace existing hallway can lights with new T8 2’ x 2’ fluorescent lighting. Maintenance currently spends approximately $250 per month replacing the existing can lights. • Energy Conservation Street Lights-$25,000 (CIP 121070) o This is an annual project in which Engineering & Maintenance staff review and make energy efficient improvements/replacements to City owned street pole lighting. • Victorian Square Garage LED Lighting Retrofit-$135,000 (CIP 121071) o This project is for the removal of existing incandescent lighting and replacement with energy efficient LED lighting. The design was previously completed with ARRA energy funds and installation of the lights is expected to reduce energy consumption by 45%-55% at the facility. • Capital Projects Management & Operations-$50,000 (CIP 121081) o This funding is for the salaries of staff working on Capital Projects for the City. New 1404 Funded Project Request from prior year balance: • City Hall Bathroom Remodel-$60,000 o This project was recently identified by the City of Sparks Disability Advisory Committee and is intended to design and construct ADA compliant restroom facilities in the main part of City Hall. Additionally feasibility of upgrading other bathroom facilities within City Hall and the Legislative building will be reviewed.

Analysis: Based upon the positive ending General Fund balance, staff is requesting approval to move forward with the Capital Projects Fund 1404 projects given above. Additionally, staff is also requesting council approve the Community Services Engineering Division to work with Finance Department to augment the budget and use $60,000 from last year’s Capitals Project fund savings (CIP# 111010 Fire Station No. 1 Vapor Barrier) to design and construct accessible bathroom improvements to City Halls main public restroom.

Alternatives: 1. City Council could approve the use of funds for Capital Projects Fund 1404 projects outlined by Staff. 2. City council could direct the City Manager to provide other alternatives to this proposal.

Recommended Motion: “I move to approve the use of funds for Capital Projects Fund 1404 projects in the approved CIP FY 2011/2012 and use of fund balance from previous CIP for a new 1404 project.”
