Title: Consideration and possible approval of an Interlocal Cooperative Agreement (ICA) with the Regional Transportation Commission (RTC) of Washoe County for Projects included in the RTC’s FY 2012/FY 2013 Regional Road Impact Fee (RRIF) Street and Highway Program of Projects, and the FY 2012/FY2013 Fuel Tax Street and Highway Program of Projects.

Recommendation: Staff recommends that City Council approve the Interlocal Cooperative Agreement
Financial Impact: Funds are currently budgeted in the street and traffic budget for portions of these projects that are not eligible for RTC funding. Individual Interlocal Agreements with the RTC for these specific roadway project elements will be submitted to Council for approval.

Agenda Item Brief: This Interlocal Cooperative Agreement ( ICA) is to approve the FY 2012/FY 2013 RTC program of projects associated with the Regional Road Impact Fee (RRIF) Program and the Fuel Tax Street and Highway Program. Attached to this agenda item is the ICA with the specific projects slated for Sparks, Reno, and Washoe County.
Background: This Interlocal Cooperative Agreement (ICA) is to approve the FY 2012/FY 2013 RTC program of projects associated with the Regional Road Impact Fee (RRIF) Program and the Fuel Tax Street and Highway Program. Attached to this agenda item is the ICA with the specific projects slated for Sparks, Reno, and Washoe County. The RTC is now in its seventh year of the Regional Preventative Maintenance Program which quantified the selection process for regional road maintenance throughout the Truckee Meadows. This process was again used this year to rank potential roadway reconstruction projects throughout the Truckee Meadows. The City of Sparks Pavement Quality Team works very closely with the RTC to prioritize roadway projects in the City of Sparks, coordinate projects with our CIP, and submit potential projects to the RTC. The estimated region-wide fuel tax and sales tax projects (design, right-of-way acquisition and construction) for the combined construction years of FY2012/FY 2013 totals $35,943,827.
Analysis: Anticipated pavement preservation fuel and sales tax projects in Sparks include: • Corrective Maintenance Projects – 2012 & 2013 • Preventative Maintenance (slurry seals, etc.) – 2012 & 2013 • South Stanford Way (Greg St. to McCarran Blvd.) - 2012 • Snider Way (Stanford Way to Steneri Way) – 2012 • Greenbrae Dr. (El Rancho Dr. to Rock Blvd.) – 2012 Anticipated corridor improvement fuel tax projects in Sparks include: • Nichols Blvd Bicycle and Pedestrian Improvements – 2012 • Prater Way Enhancements – 2012 • ADA Pedestrian Transition Improvement Plan - 2013 This ICA also includes the RRIF program of projects. Due to the slow-down in the economy, impact fee collection has been reduced compared to previous years. The anticipated projects include: • Region-wide Bicycle and Pedestrian Improvements 3 & 4 – 2012 & 2013 • Region-wide Traffic Management – 2011 & 2012 • UNR Transportation Research
Alternatives: 1. City Council could award the contract as outlined by Staff. 2. City Council could reject the contract and provide direction to the City Manager.
Recommended Motion: “I move to approve the Interlocal Cooperative Agreement with the Regional Transportation Commission of Washoe County for the FY 2012/FY 2013 Street and Highway program of projects.”
