Financial Impact: Funding for the PD Lobby Bullet Proof Glass Retrofit Project will come from the FY14 approved CIP projects - #14-1030 for $75,543. Project #14-1030 PD Lobby Bullet Proof Glass Retrofit was originally approved for $200,00 of which $133,533 remains available.

Agenda Item Brief:

Consideration and possible approval of a contract for the PD Lobby Bullet Proof Glass Retrofit Project, to provide and install a Level 2 bullet resistant film, to Custom Glass, Inc. in the amount of $75,543.  The film application will upgrade the existing windows surrounding the Main Lobby and finger printing/ID area to level 2 (BR-2-.9mm) bullet resistance.  Staff recommends approval.



Background:

The Sparks Police Station was constructed in 1993 with several remodels completed in the building since then.  Over the last few years there has been an increase in police stations being targeted with gunfire.  The Sparks Police Station had an assailant shoot several shots at the stairs and front lobby of the building about five years ago.  This has increased the need for additional protection for police department staff.  Level 3 bullet resistance was added to the lobby counter about four years ago and the to the finger printing/ID area about three months ago.  The police chief has requested that a Level 2 bullet resistant protection be added to the exterior windows and doors surrounding the Main Lobby and finger printing/ID area office.



Analysis:

This proposal provides for the labor and materials required to furnish and install the ACE Security Film to the doors and windows surrounding the main PD lobby and the exterior windows facing north along the finger printing/ID area. The City received a proposal from Custom Glass, Inc. on June 6, 2016 in the amount of $75,543, which includes the material and labor required to install the ACE Security Laminate.  The application of this film will allow the existing windows to be retrofitted in place instead of fully replacing the windows, which would be a much costlier option.  This option provides Level 2 bullet resistance as requested by the Police Chief.  Testing has been completed on mockups of the same window composition as the existing windows and a letter is attached verifying the application of the laminate will provide Level 2 protection.  Also attached is a letter from Lukins International (DBA Lukins & Associates) verifying Custom Glass of Reno is the exclusive Nevada representative of ACE Security Laminates.



Alternatives:
  1. City Council could approve the contract as outlined by Staff.
  2. City Council could reject the contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the contract with Custom Glass, Inc. in the amount of $75,543.
