Agenda Item Brief:

Consideration and possible award of a contract to provide Engineering Services for the North Truckee Drain Pipe Extension Improvements with Stantec Consulting Services, Inc in the amount of $251,045.  This project will enclose the localized drainage remaining from the North Truckee Drain realignment project within a buried pipeline.  Staff recommends approval.



Background:

Completion of the North Truckee Drain Relocation project will result in a portion of the existing North Truckee Drain being used to convey localized storm drain runoff to the Truckee River.  While piping this section of the Drain was not considered necessary to the overall Relocation project, several benefits can be realized by doing these projects at the same time.  The final phase of the Realignment project will generate a substantial amount of excavated material that will need to be hauled off-site.  Piping the existing provides a location for the majority of that material to be placed as fill.  Maintenance associated with weeds and debris removal within the open Drain would be eliminated.  Perhaps the largest benefit anticipated would be eliminating the need to temporarily berm the Kleppe Lane bridge crossing during flood events as required by the Sparks Flood Control Plan.

The contract for Engineering Services presented herein will provide surveying, geotechnical engineering, hydraulic modeling, engineering design, bid document preparation, and construction observation services.  Permitting was identified as a long-lead item and is currently underway under separate contract.



Analysis:

Stantec Consulting Services, Inc is on the City of Sparks on-call civil engineering provider list and routinely provides the engineering services provided.  Completion of this project will complement the North Truckee Drain Realignment Project and provide additional benefits to the City, surrounding businesses, and property owners.



Alternatives:

1.            City Council could accept the Engineering Services contract as outlined by Staff.

2.            City Council could reject the Engineering Services contract and provide direction to the City Manager.



Recommended Motion:

I move to award the contract to provide Engineering Services for the North Truckee Drain Pipe Extension Improvements with Stantec Consulting Services, Inc in the amount of $251,045.
