Title: Consideration and possible approval of an application for a gaming license for Northpointe Sierra, Inc. dba Alamo Casino-Sparks TA, located at 200 N. McCarran Blvd., Sparks, NV, submitted by Mr. Robert Alan Cashell, Jr.

Recommendation: It is recommended that Council approve Mr. Cashell's application for a gaming license contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions, and upon issuance of a gaming license by Gaming Control Board.
Financial Impact: $120.00 x 125; $420.00 x 2 = $15,840.00 annually. There will be thirty-eight penny, fifteen quarter, and seventy-two multi-denominational slot machines, three Blackjack tables, and one Texas Hold Em' table.

Background: Mr. Robert Alan Cashell, Jr. is applying for an unrestricted Gaming license in the City of Sparks at the location formerly known as Sierra Sid’s Casino. Mr. Cashell has been the Manager of Cashell Enterprises, LLC, located in Reno, NV, since Oct., 2009. Since April, 2004, he has been President/Secretary/Treasurer/Director at Cashell Gaming Management Services, Inc., located in Reno, NV. Since July, 2001, he has held that position at Topaz Lake Water Co., Inc., located in Reno, NV. Since March 2001, he has held that position at Robert Parker, Inc., located in Reno, NV. Since March, 2001, he has held that position at Topaz Lodge and Casino, located in Gardnerville, NV. Since Nov., 2000, Mr. Cashell has been the Chairman of Heritage Bank of Nevada. Since June, 1995, he has been President and Director of Northpointe Sierra, Inc. From Nov., 2007 to Dec., 2009, Mr. Cashell was a Manager at RAC II, LLC, and RAC III, LLC, located in Reno, NV. From April, 2006 to Oct, 2006, Mr. Cashell was President and COO of Berry-Hinckley Industries, located in Reno, NV. Prior to that, Mr. Cashell was the Director at Retail Association of Nevada, located in Carson City, NV, from 1998 to Feb., 2003.

Analysis: Mr. Cashell has complied with all existing ordinances and requirements.

Alternatives: Council may approve or disapprove this application.

Recommended Motion: I move to approve Mr. Cashell's application for a gaming license for Northpointe Sierra, Inc. dba Alamo Casino-Sparks TA, located at 200 N. McCarran Blvd., Sparks, NV contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI that do not reflect any disqualifying arrests/convictions.
