Agenda Item Brief: The permanent patch program requires a contractor to permanently patch city owned streets and alleys that have been cut by permit holders. The program is funded solely through permit fees.

Background: The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permenent Patch Program is self funded and all costs associated with the program are paid for by permit fees.

Analysis: Solicitation for the permanent patch contract advertised on September 14, 2011 in the Reno Gazette Journal and copies were sent to local plan rooms. Two bids were publicly opened on September 28, 2011 at 2:00 PM at City Hall. A summary of bids is attached for your review. Staff reviewed the submitted bids and found one mathematical error. The corrected bid, however, did not change the bidding order. Q & D Construction was deemed the low qualified bidder.

Alternatives: 1. City Council could award the contract as outlined by Staff. 2. City Council could reject the contract and provide direction to the City Manager.

Recommended Motion: “I move to award the 2012 Permanent Patch Program, CIP #12-6000, Bid No. 11/12-004, PWP No. WA-2011-377, to Q & D Construction, Inc. in the amount of $142,350.”
