Title: Consideration and possible approval of a Professional Services Contract, to H & K Architects, for architectural design services to complete the Municipal Court Courtroom Functional Remodel Project, in the amount of $30,000.

Recommendation: Staff recommends Council approve the Professional Services Contract, to H & K Architects, for architectural design services to complete the Municipal Court Courtroom Functional Remodel Project, in the amount of $30,000.

Financial Impact: : $310,000 of appropriations is contained in the 2011/2012 Capital Improvement Program for CIP 12-5001. The Professional Services Contract with H & K Architects, for architectural design services to complete the Municipal Court Courtroom Functional Remodel Project will use Account 604020, Program 12-5001.

Business Impact (Per NRS 237):

Agenda Item Brief: Consideration and possible approval of a Professional Services Contract, to H & K Architects, for architectural design services to complete the Municipal Court Courtroom Functional Remodel Project, in the amount of $30,000. The courtrooms at the Sparks Municipal Court are out dated and lack functionality. This project will improve safety, efficiency, lighting and functionality of the two courtrooms. Staff recommends approval.

Background: The Sparks Municipal Court was originally constructed in 1985 and most furnishings and finishes are original items. The placement of the existing benches is congested, has poor access, is uncomfortable, and difficult to clean. The judicial benches, clerk workspace, and witness stand do not use the space efficiently and there is a poor line of site between these areas. The paneling behind the judicial benches continues to come off the wall and the lighting is inadequate. All of these things contribute to the need to renovate the two courtroom facilities.

Analysis: The proposal from H & K Architects is to provide the City with Architectural and Engineering design documents for the Functional Remodel of the two courtrooms at the Sparks Municipal Court. The design will consist of new finishes, public seating, new Judges Bench, area for the court reporter, new witness bench, upgraded electrical and new lighting. A copy of the proposal is attached for the Councils review.

Alternatives: 1. City Council could approve the attached Professional Services Contract, to H & K Architects, as outlined by Staff. 2. City Council could reject the attached Professional Services Contract, to H & K Architects, and provide direction to the City Manager.

Recommended Motion: “I move to approve the Professional Services Contract, to H & K Architects, for architectural design services to complete the Municipal Court Courtroom Functional Remodel Project, in the amount of $30,000.”
