Agenda Item Brief:

Staff is requesting the City Council to consider approval of  an interlocal agreement between the City of Reno, the City of Sparks and Washoe County for reimbursement to the City of Reno for Sparks share of a local limits study for the Truckee Meadows Water Reclamation Facility (TMWRF).  Per the terms of the agreement, the City of Reno will contract with CWA Consulting services to develop the local limits study and Sparks will reimburse the City of Reno $21,465 for its share.  Staff recommends approval.



Background:

To protect TMWRF’s operations and ensure that its discharges comply with State and Federal requirements, TMWRF originally developed sewer user limitations (local limits) in 1989 and re-evaluated these limits in 1997.  TMWRF desires to hire a consultant to complete a new local limits evaluation and develop updated local limits in accordance with the U.S. Environmental Protection Agency’s (EPA) 2004 Local Limits Development Guidance document.  These limits are required to be set and periodically reviewed by Federal Law.  During an audit of the City of Sparks’ pretreatment program in March of 2015, US EPA inspectors indicated that the local limits were in need of review and possible revision. A similar finding was made during a concurrent audit of the City of Reno’s pretreatment system.



Analysis:

CWA Consulting, LLC will develop local limits for TMWRF.  This will involve review of existing TMWRF sample data and information, assisting in the development of a sampling plan, reviewing data for QA/QC purposes, compiling all data, entering data used in calculating local limits, reviewing and revising existing local limits ordinance language and submittal package provided with public notice support.  Because TMWRF receives flow from Reno, Sparks and unincorporated Washoe County, the local limits should be developed cooperatively to ensure consistency across jurisdictions.  CWA Consulting will contract directly with the City of Reno for the proposed work and will be reimbursed by the City of Sparks and Washoe County according to the terms of the attached agreement.  Sparks will pay up to $21,465.00 for its share of the project.



Alternatives:
  1. The City Council could approve the Interlocal Agreement as submitted by Staff.
  2. The City council could deny the Interlocal Agreement and provide direction to the City Manager.


Recommended Motion:

"I move to approve the Interlocal Agreement as submitted by Staff."
